The only reason as to why it was viewed that many times was because Miley Cyrus was filmed naked on this music video which must have shocked the audience very much. We also, had a close up of her face where we saw her cying in the shot, a similar shot from Senaed O'Connor's music video. Perhaps the only reason it's so famous is because Miley Cyris shows alot of her skin off and does weird things like licking a hammer and riding on a ball naked which must interest the audience.
